human threat level.

One thing about the Touhou games that strikes you after a while -- despite appearances, almost everyone in the game is a youkai. That means they eat people. The only work in the canon that makes reference to this fact is the second fanbook, Perfect Memento in Strict Sense.

Perfect Memento chronicles the Touhou world from the perspective of an (almost) ordinary human. To her the world is remarkable, but also fearsome; the youkai can be friendly, but they are also threatening. For example, she writes of Yukari: "A youkai that never attacks humans is by definition not a youkai, so it is likely that she occasionally does attack humans."

Some circles, I'm told, have produced doujinshi that have the characters going out and hunting people. It seems difficult to imagine. Even Flandre, a vampire, "perhaps can't tell that her daily meals are made from living humans. Her meals look like such harmless foodstuffs as cake and tea, after all."
